thank you for joining us, everybody. >> we wish buzz aldrin well. >> "america's news head quarters" starts right now. >> president-elect donald trump to land in indianapolis any minute now to tout a deal with carrier to keep 1,000 jobs right here in the u.s. i'm shannon bream. they will tour the carrier plant and meet employees, then take off on a thank you tour of sorts if we have fox team coverage. melissa francis and charles payne are standing by been what can you tell us about what is in this deal? >> we're finally learning the details of this. first reported by the wall street journal and confirmed by john roberts.

and governor of indiana mike pence. they will give $7 million in tax breaks to united technologies, the parent company of carrier, and it covered 800 workers at this stilt. they were going to move 1400 workers over to mexico, so that means they still plan to move 600 jobs to mexico and will also continue with their plans to close a second manufacturing facility in near by huntington, indiana. that has 700 jobs moving to mexico. the incoming trump administration says this is the brukt of making good on a campaign promise and negotiating on deals like this. and on top of this, and this is something that is certainly ongoing to congress right now, the parent company gets about $5 billion or $6 billion in a year in government contracts. and they want to slap penalties

on those that get government contracts and then move jobs overseas. >> donald trump is arriving here in just a few moments from now, landing at least in the area. then he comes here to the carrier facility. he'll get a tour, and he'll make some remarks. the trump campaign, the trump team is getting a little criticism for this on democrats. the white house has been down playing this. they say the trump folks were held hostage by this deal. $the 7 million they gave um on this, but but talked to plenty of workers here that are happy that at least 800 jobs will be saved and not moving to mexico. >> live on the scene, we'll take you back there live. trump spent months on the campaign trail attacking the company, but it started when cell phone video of carrier employees learning their losing their jobs went viral. >> it became clear the best way

to stay competitive and protect the business for the long term is to move production from our facility in indianapolis to monterey, mexico. that did not go over well. joining me now to talk about it, the host of "making money" charles payne and melissa francis. good to see you both. >> you too. >> we have a lot of moving parts, but it looks like there was tax intensives and access as well. united technology that owned carrier, they do a lot of government business with the military, billions a year. >> it should not be surprising to anyone they used a combination of carrots and sticks to get the job done. he said you're going to move the jobs? then the tax breaks you're getting here, the $7 million,

there are deals in place they were going to claw back and say you may no longer have those benefits if you move the job out. they're talking about united technologies, who they buy airplane parts from. they're saying that contract could be threatened too. that makes economic sense. when you talk about tax breaks, don't we want more tax breaks? i don't need the government taking a bigger chunk of their money. they waste it, they don't use it well. it also has to make economic sense down the line which means they have to make the a good client for keeping the jobs here, making it profitable. >> and charles, the treasury secretary nominee said yesterday that this is simply trump picking up the phone, a potential president picking up a phone kacalling a ceo.

>> yeah, mike pence spearheaded this, but donald trump getting personally involved, it was a big difference maker. they do a lot of business. i read $6.7 billion worth of business with the government between a few of their -- they also have a lot of money off shore into what has donald trump been talking about? his broad picture. lower taxes, bringing back that money without penalizing these companies. and fewer regulations. that's all sweet music to the ears of someone like united technologies/carrier. but going deeper. all of those people crowded and waiting to see donald trump, that's who we need to spur. it's not corporate ceo, it's folks that decided in the last ten years i'm not getting marys, i'm not starting a business

eventually though it was my plan. >> here is the stick, here is what mr. trump had to say on the campaign trail, i think back in june. >> we're not going to let carrier come in, make air conditioners in mexico, sell the air conditioners to us across a strong border now without consequence. when we explain to the heads of carrier here is the story. stay, or if you want to go to mexico, we wish you luck. but when you sell your air conditioners, you're paying a 35% tax when they come across the border. >> it's more complicated than that. they're going to pay them $3 an hour there, i think it is about $25 an hour here. >> the u.s. is sect when it comes to manufacturing costs for getting things done.

>> right, but he can make that math make more sense. some things are cheaper like saving on the transportation costs. energy cheaper in the factories, regulation less of a burden. that is cheaper as well. i said it before, the obama administration was too stupid or too lazy to get involved at this level and make the math make sense. we're not talking about give aways, we're talking about making it more competitive to keep jobs here. if it is artificial, that doesn't do anyone any good. he has to dig down on the math and make it make sense, right? >> those threats were the main reason you haved in kind of concern from wall street. you don't want the president of the united states to go to war with carrier, ford, or someone else. ultimately it is not going to

help anyone if you put a tariff on them if means it costs us more. so what we have seen is that donald trump is pivoted from the harsher rhetoric, which is fine. he talks about it in the art of the deal. he starts from a very strong position and he gets things done. >> obviously during the campaign season, we look at all of the jobs lost, the manufacturing jobs and things that went away, and people that said they would not have voted for trump, but the people behind the numbers that say we're going to give this guy a chanls. we have a lot of carrier employees saying the little guy won something. a union official saying listen i thought maybe it was just a campaign talking point but he is doing it. >> it has to be a two pronged approach. the younger members of our economy have to be retrained for the jobs of the future. but the people out there right now know they need a job, not

new training, he didn't keep them all here. he kept some of the jobs here and you can do that with the right mix of economic incentives and creating an environment that makes sense. i don't know if other politic n politicians were not practical enough. if they were too lazy, or too stupid. it's math, it's obviously. -- obvious. there is a way to make it work if you just get out your calculator and do it. >> if mr. trump wanted to, every week for the next four to eight years he would say something damming about carrier, that would mean just massive reduction in brand value. now carrier will get tons of positive publicity for keeping jobs in the country. >> good will is a good part of a corporate structure. it plays a big role in companies

trying to raise money in their ratings. quality levels -- there is a big element with respect to good will from the corporate balance sheet to america. they're saying if these guys don't like you, i am a consumer and i have a choice, i may go with the rival almost every time. he was in a very strong position and he took advantage of it. to melissa's point, i think they look at not solutions, per se, but a place to get money, raise money, and demonize. i think we have a more solution oriented president now. that means good news for everyone. particularly what we have seen in the first three weeks, it has been phenomenal. >> thank you very much. for people that can do math, we're glad to have the experts here. we're keeping a live look there. it is apparently the trump motorcade that arrived there in

indianapolis. of course we're going to take you live there to hear his first public remarks since becoming president. we'll track that as it develops. also a close eye on the elevator at trump tower, according to the transition team, john bolten will meet with the president-elect tomorrow to discuss the secretary of state position. heidi heincamp is also being spoken about. a russian space agency saying a russian cargo slip has broken up mid flight. it had about 2.5 tons of food and flies. they say it will not affect the functioning of the iss crew. severe weather smacking several states.

they will be touring the carrier plant that announced they will save more than 1,000 jobs from moving to mexico, as you know he directly intervened and he is working on a package that includes tax incentives and other things. these are the first extennive remarks since he won back in early november. we'll take you there live. the podium is awaiting his remarks. in the meantime, firefighters in tennessee are hoping for more help from mother nature preponderate death toll now stands at seven and tornadoes wrecking havoc further to the south.

>> we had a very busy week across the southeast. most of us are used to tornadoes happening but we have a less significant fall season as well. that's what we got into the last couple days. yesterday one tornado was reported. you see the mine of storms is pretty much gone. that is good news, the wind is not that bad and temperatures have fallen as well. we have all of this rain and we have 17 active rain showers going on. that is because of the troubt that we had going on that has been so significant. you get an idea. this drought by the way is almost as large as what we have

what we know is the state of indiana has produced tax benefits to carrier. carrier is going to spent $16 million to preserve jobs here. what we don't know is what leverage the president-elect may have used against united technologies, the parent of carrier. they have $5.5 billion in u.s. government contracts. donald trump probablied used some of the leverage. this is what we know about job preservation. the factory that makes fur nanss here. they make air conditioners and furnaces. the air-conditioning is still going to mexico. more jobs are still going to

get funding and they were forced to move jobs to get funding. >> what do you think about some of the nominees he had thus far. do you think it will people to get things done like the bank issue you're talking about. >> i have not seen a name yet. the bottom line is the national security, secretary of state, the fabulous five, as i call him, all great choices, maddog madison, a great secretary of defense choice. >> we're still waiting on that one. >> if he is picked, he is good and there is other names out there i think we could all support. i think he is putting together a really good cabinet. >> let's talk about senate or jf sessions. you have some democrats saying they're concerned about his record. i have an e-mail inbox talking about what a terrible person he

is. how do you think it will go for him in the senate? >> i think he will have a friend in ind si gram. he is a decent guy. a highly qualified former u.s. attorney. great man, good character, will give good, sound legal advice to president trump. i enthusiastically support him. >> someone else you may have disagreements about imfwrags. president-elect, you know what a hard line he took. a lot of people liked what they heard and that's why they voted for him. i heard that you and some colleagues are working on a bill that would give protections to people who came here as children, they are here illegally, but they came as kids. it went all of the way to the

supreme court. so now you want to draft something. >> i hope you turn their names over to santa clause because it is always christmas. president trump is right to overturn the order that president obama issued. you can't just randomly pick people and give them legal status as president. that is outside of the constitutional authority of the president. he chose to do that. >> is there incentive to bring them here if they know they will get a deal? >> yeah, if they don't fix this, if they don't control the border, they will keep coming. there is 740,000 of the kids that signed up for this program that president obama originated.

i would advice president-elect trump to give legal status to these kids for at least a few years until we can fix the problem overall. here is my belief. two wrongs don't make a right. it was wrong for president obama to do this, and it was wrong for the country. they need to come out of the shadows and tell us who they are and where they live and i think 70% of america would want to stream them better than throwing them back into the shadows. >> we're talking about people born after 1981. we're not talking about 2001, they're now adults and they're fully aware. >> they came here as minors. now they have grown up in america. they have no other country to go back. if any, you repeal the specktive order, i think that makes perfect league sense.

if you take the 740,000 people that identified themselves as being illegal, and you ruin their lives, you're not helping fix immigration. i can't live with myself as a united states senator to support legislation that would take 740,000 people that voluntarily came forward and throw them to the wolfs. the right way is to repeal the executive order, and have congress finally get this right. secure our border, control who gets a job, increase legal immigration, deport crooks and felons, and understand there is a difference between a grandmother and a drug dealer. but i'm telling you right now, most americans will not like the idea that we tricked these kids to come out of the shadows even

there. much of this is built on the hope that we can reduce corporate taxes, regulation, and bring jobs back from overseas to the united states. donald trump ran on those promises to get america running again. take a look at some of the bigger manufacturing companies. they say look, give us the incentive, we're spending money again, something that has not happened over the last eight years. there has been a quagmire of economic growth. catapillar up. if donald trump can come through, all of those dollars piled up overseas. drop the corporate tax rate,

bernie isn't happy that 1,000 more people have their jobs. economic illiteracy is a step too far for me, but i think the op-ed is signaling to companies saying they can threaten off shore and then have donald trump show up to say let's work something out. there are some things in the trump economic plan that are a little scary to a democrati, bu right now i'm excited for those 1,000 people. i think it is just $875 per job. i think this is an important step, and for him to fulfill a came pain promise before he takes office. so he has a long road ahead and obama created a lot of jobs himself. it's a steep change to live up to, but happy for those people. >> and josh ernest said donald

competitive. to reduce taxes and roll back regulations. to put american jobs and american workers first again. he made the case for america. and carrier decided to bet on a brighter future for the american people, and we are grateful from the bottom of our hearts. i'm very humble to me standing before you today, i truly am. my family and i are deeply moved by the opportunities the people of indiana have given us, and now the american people have given us to serve. but i'm especially humble to have played some small role in this wonderful news, not only here in indiana but contracts -- across the country. but it's ponders to give credit where credit is due
